Diplomatic opinion in Germany reflected here is to the effect that nothing can be done on our side in the munition question but [Page 129] that some weight can be brought to bear to reduce, the present proportion of the naval war and that our latest proposal may lead to something and that the United States must keep aloof so as not to lose one inch of ground as the great mediator.
