Think Germany in answer, which an assembly of people from Army staff, Navy staff, and Foreign Office now considering, will not only ask passage for food but for raw materials such as copper, rubber, wool, cotton, and as a bid for Chile’s favor, Chilean nitrates which are used for fertilizers and explosives.
