Foreign Minister informs me Swedish Government now discussing with British Government following three propositions regarding treatment of neutral shipping: (1) convoy, (2) establishment of neutral zone in North Sea, (3) setting aside of port in England for use of neutral shipping only Foreign Minister adds he personally favors third proposition.
