Inasmuch as members of American Diplomatic and Consular Service have, in years past, served as officers of American Red Cross chapters in Turkish Empire, Department considers it advisable to make an exception to circular instruction of January 23, and to permit representatives to continue to serve as officers of Red Cross chapters in Constantinople and Beirut.
