Your 629, March 12, 5 p. m.1 Foreign Office note received to-day, replies that as conditions of the eventual occupation of Constantinople as result of present operations in Dardanelles depend essentially upon the events of war and cannot be determined in advance, it is impossible for French Government to accept proposal in question.
