My Dear Mr. Secretary: Captain Boy-Ed who arrived here this morning and who is just as well as I myself of the opinion that he is not guilty of any acts which might be construed as violating the laws of the United States is desirous of discussing the matter with you and of learning the reasons for the request for his recall.[Page 949]
