The Imperial German Embassy presents its compliments and has the honor, with reference to the correspondence with Hon. Robert Lansing [Page 885] in regard to the sending of wireless messages in cipher by means of the radio stations at Tuckerton and Sayville, to transmit to the United States Department of State herewith, in two copies, the key to that cipher against kind acquittance for making further directions [sic].
