29. Your circular telegram August 30, 5 p. m. From reliable confidential information received, Norwegian Government has placed embargo on arms and ammunition in order to conserve them for home use. Sale of arms and ammunition to belligerents a negligible factor. Norway, if involved in war, would at present depend on other nations for munitions of war.
