President Wilson to the Secretary of State

My Dear Mr. Secretary: I wish you would be kind enough to formulate a careful and conclusive memorandum for the use of the committee of the Senate with regard to the enclosed resolution.81 I take it for granted that you feel as I do that this is no time to act as the resolution prescribes, and certainly when I pronounced for open diplomacy, I meant not that there should be no private discussions [Page 113] of delicate matters, but that no secret agreements of any sort should be entered into and that all international relations, when fixed, should be open, above-board, and explicit.
