The Secretary of State to President Wilson

My Dear Mr. President: Although you have received a copy of this message9 I desire to call your attention particularly to it and to receive from you directions as to what reply we should make.

I believe that it would be for our interest to have Guatemala in the war, and very possibly Honduras, as it would offer a constant check upon Mexico in case its Government should adopt any measures in the interest of Germany.
