The Secretary of State to President Wilson

My Dear Mr. President: I enclose for your consideration the draft of a treaty with Denmark,8 providing for the cession of the Danish West Indies, in consideration of Twenty-five Millions of Dollars. I hope you will find it possible to give this speedy attention, as I think we should close the matter up as promptly as possible, provided you agree with me as to the advisability of this action.

In regard to Article III,10 Item 3, my suggestion would be to make that conditional upon exhibition of the original documents, and their examination by our Minister at Copenhagen.
