The Secretary of State to President Wilson

My Dear Mr. President: I send you herewith a telegram,20 of which I assume you have received a flimsy, in relation to Chile’s attitude in regard to the Pan American Treaty. I also send a communication which I have just received from the Brazilian Ambassador,20 which indicates that influences are at work to defeat the purposes of the treaty. Da Gama assured me over two months ago, that there was no doubt but that his Government would endorse the principle of the treaty, as he had been assured by it to that effect. I do not know what influences are at work but I have my suspicions.

I think the Chilean objection is directed to the Third Article proposed, which embodies the principle of the Bryan Peace Treaties and makes arbitration compulsory.
