Very Urgent.
His Majesty’s Government intends to make announcement on the 13th instant that the attendance of British subjects at the Stockholm conference will not be permitted. They are informing the French and Italian Governments that their hands would be considerably strengthened if they were able to announce simultaneously with their own [Page 43] decision the fact that the governments of the United States, France and Italy had taken a similar line in regard to attendance at the Stockholm conference.
The British Government would be very grateful for an intimation of the views of the government of the United States.
