President Wilson to the Secretary of State
Washington,
26 April, 1915
.
My Dear Mr. Secretary: My advice in this case is, that first of all you talk with Mr. Naón and get from your talk with him an intimation as to what is involved and how to handle the matter.
Are you fully convinced that there is nothing in the proposed arrangement among the A. B. C. that will stand in the way of or embarrass our own American plan?
Faithfully Yours,
W. W.
