My Dear Mr. Secretary: I would be very much obliged if you would see that the enclosed statement with regard to the Shantung [Page 456] matter4 is given to the press and secures as wide publicity as the statement made by Viscount Uchida5 which, I understand, appears in the American newspapers of this morning, provided, of course, that this form of statement meets with the approbation of your own judgment.
