My Dear Mr. Secretary: It occurs to me to request you to make pointed inquiry of the British, French, and Italian governments as to what the so-called Allied Military Council at Vladivostok is, of [Page 386] whom it is composed, and by whose authority it was formed and is undertaking to act, intimating at the same time that we recognize the authority of no such body and would be very glad to have the situation at Vladivostok cleared of unnecessary complications.
