My Dear Mr. President: I saw Lord Reading this afternoon. He handed me paraphrases of two telegrams which the Foreign Office had received relative to the situation in eastern Siberia.46

As you should see them immediately I am not taking time to have them copied and I will appreciate it if you will kindly return them after you have considered them.
