The Acting Secretary of War ( Crowell ) to President Wilson

My Dear Mr. President: In reply to your letter of October 7th25 inclosing a letter from the Secretary of State of October 5th, in which it is proposed that the subjects of Turkey, for the purposes of the administration of the Draft Act, be treated as though they were alien enemies, I have the honor to inform you that I agree fully with the Secretary of State as to the advisability of taking the action he proposes.
