President Wilson to the Secretary of State
Washington,
2 September, 1918
.
My Dear Mr. Secretary: This action on the part of Lord Reading is certainly very courteous and very right and I appreciate it.4
I am, however, of the same judgment as Mr. Hoover. There can be no just objection on our part to any such action as the British Government has in mind with regard to the price of their own domestic wheat.
Faithfully Yours,
W. W.
