The Secretary of State to President Wilson
My Dear Mr. President: I have received a note from the German Ambassador dated the 9th,55 asking me whether I wish to discuss with him the Arabic case. I have not replied to the note as I thought it well to have an understanding as to what our course is to be before I see Bernstorff, if I do see him at all, on this matter. I am sending you in another letter a rather full discussion of the Arabic case and my views as to the probable course we will have to adopt.
[Page 478]The Ambassador added in his letter the following:
“As you know I also have instructions to discuss our answer to your last Lusitania note with you as soon as you consider the Arabic incident closed.”
