The Secretary of State to President Wilson

My Dear Mr. President: I have just received a letter from the German Ambassador, a copy of which I enclose to you.49

I do not feel that we should wait very long for an explanation in regard to the Arabic and I am inclined to answer the Ambassador to that effect. What would be your impression of letting him know that the attitude of the German Government might be stated hypothetically on the evidence which we have received from the survivors of the Arabic and the persons who were on board the Dunsley? This, of course, would be based on the fact that the German Admiralty is not in receipt of a report within a short time.

I will not reply to Count von Bernstorff until I hear from you as to your wishes.
