The Secretary of State to President Wilson
My Dear Mr. President: I have just received the following telegram from Mr. Bryan:
“Please accept for yourself, and convey to the President my hearty congratulations upon the successful settlement of the submarine controversy.”
I have also received from David R. Francis, Esquire,48 the following:
“Germany’s conceding our contention is great diplomatic achievement for America and merits hearty congratulations which are sincerely tendered.”
I have received other communications of a similar nature but these two, I think, would be of particular interest to you.
