President Wilson to the Secretary of State

My Dear Mr. Secretary: As I intimated in the little scribbled note I sent back by the special messenger whom you sent with this to New York, I think your position in the conversation with the Austrian Ambassador was admirable. We clearly cannot afford to consult with Germany as to our course toward Great Britain. The two must be kept carefully separate and distinct.

I am glad to be back and at my desk.
