President Wilson to the Secretary of State

My Dear Mr. Secretary: This is very obscure, but I think I gather the sense of it.

I doubt if we can assume that it has any admixture or colour of House’s views in it. I think it is all Page.

It of course has some force in it and deserves to be thought over on its own merits. Indeed, the arguments it urges are evident enough and of considerable weight.

In any case we ought to wait until we get House’s letter to which I refer in the mem.94 attached to your letter about the latest communication from Bernstorff.
