My Dear Mr. President: I enclose a confidential telegram received from Ambassador Page at London,93 which was decoded yesterday. The telegram was in the private cipher and is more or less garbled—however, [Page 308] I think that it is sufficiently clear in expressing Mr. Page’s view as to the present situation.
I give more weight to the telegram because he had, at the time of sending it, had the advantage of consultation with Colonel House. Possibly you have received from Colonel House telegrams which will throw light on Mr. Page’s point of view and also that of the British Government. I hope that you will have had this called to your attention before determining what course we should take with regard to Germany.
