My Dear Mr. President: In regard to the communication from the Minister of Ecuador suggesting a meeting of American neutrals,94 which I sent you on February 19th and which you returned to me the following day, I feel that the time would not be opportune to pursue the suggestion at present. Conditions have materially changed since the Ecuadorean Government, on February 17th, made the proposal. Unless you feel there is something to be gained I will advise the Ecuadorean Minister that in view of present conditions the endorsement of the proposed Congress of Neutrals by this Government might be misinterpreted and cause division of opinion among American republics.
