My Dear Mr. Secretary: This, like Penfield’s letter,93 begins to bear the aspect of ancient history, but it is out of the question to let such charges go uncontradicted, and this is unquestionably the right answer. It seems to me complete, and ought to make the persons who formulated the note of complaint ashamed of themselves.
