My Dear Mr. President: I am in receipt of your letter of yesterday in regard to the reply to the Austro-Hungarian statement. I approve very heartily of the change which you made as to the paragraph to be inserted on page 9. I will have our reply prepared and sent as soon as possible, and also arrange for its publication here, as I think it will have a salutary effect upon public opinion which is undoubtedly being seriously affected by the propaganda against the exportation of arms and ammunition.
