My Dear Mr. Secretary: I am satisfied to let the note go out as altered, with the addition of the disavowal appended to be inserted on page 9.36 It is no doubt just as well to have the argument as candid as possible. I hope you think the disavowal, as altered, safe and unobjectionable.

Thank you for your letter in the matter. Your reply with regard to the pending American agreement is entirely convincing. Indeed, I had thought it out to that effect before your reply came.
