Sir: Referring to previous correspondence in regard to the protection of United States and Spanish trade-marks in China, I inclose copy of a dispatcha from the American minister at Peking reporting [Page 258] that the Spanish minister at that place does not regard himself as able to effect the agreement by exchange of notes unless he receives specific instructions in the matter.

The department hopes that the instructions referred to will be given.
