Sir: I have the honor to inclose, for the information of the department, the French texta of an imperial ukase dated the 14/27 of December, 1905, providing that in case of mutinies or strikes on Russian railroads the managers of the lines may proclaim martial law over all the property belonging to their division, and enacting measures for enforcing this provision.
