Because of the intended early opening of the Tehuantepec Railway for general traffic, the desire of Finance Minister Limantour to arrange his organization to cover the demands that will be made upon it, he asks me if it is possible to know from the American Government, without delay, if it is its desire to enter into a convention under the proposition set forth in my dispatch No. 320 of November 20th.
