(Mr. Sleeper reports that in a short conversation with the President that afternoon he urged American citizens and interests be furnished [Page 477] all protection possible, and says that many Americans have complained to legation that the protection already requested has not been afforded. In reply to an inquiry as to ability of Government to crush rebellion he replied evasively.)
