Sir: I have the honor to inclose herewith a
translation of President Palma’s proclamation, dated September 8, 1906,
calling for an extra session of Congress, and to be, sir,
Your obedient servant,

In view of the critical situation existing in the country and the
fact that public safety is menaced by the present rebellion, and
making use of the power conferred upon me by paragraph 17 of article
78 of the constitution, I convene Congress to meet in special
session the 14th day of the present month, so that it may adopt the
necessary measures.
