Sir: I have to acknowledge the receipt of your No. 160, of the 25th instant, reporting further in regard to the insurrection in Cuba.

The department approves without reservation the energetic activity and wise foresight displayed in your recent communication to the Cuban Government. The department desires you to call the attention of the Cuban Government to any and every injury to American interests in Cuba and to urge the Government to accord that protection without which American interests must be jeopardized.
