Sir: I inclose a copy of a dispatcha from the embassy at Tokyo, in regard to the open door in Manchuria, in which special reference is made to the necessity for the establishment of customs-houses in that region.
You are requested to represent to the Russian Government the importance the United States attaches to the early establishment of Chinese customs-houses on the line of the Chinese Eastern Railway.
