Sir: I have been informed by the Venezuelan Government that Dr. Jose de Jesus Paul has been appointed the representative of Venezuela on the mixed commission which is to consider the claims of the United States. Doctor Paul is also the Venezuelan member of the mixed commission for the French claims.
