My Dear Mr. Minister: I had the honor to receive yesterday afternoon your note of the 9th instant, requesting the good offices of this Government for the Norwegian steamship Hugin upon her arrival at the port of Macoris, Santo Domingo.
In reply it gives me pleasure to say that I have already brought this matter to the attention of the Navy Department, having communicated [Page 813] to that Department yesterday a request of Messrs. Hugh Kelly & Co. for the protection of the steamship Hugin.
