(Mr. Loomis instructs Mr. Conger to instruct the consul at Niu-chwang to take charge of Japanese interests at the request of that Government in the event of its consul being withdrawn, if China assents thereto. The consul’s duties will be confined to the use of his good offices in protecting Japanese subjects and their interests, but he will not be invested with any Japanese consular fuctions or authority.)
