Sir: Referring to previous correspondence in relation to the addition of Luxembourg to your mission, I inclose herewith—

1.
Your commission as envoy extraordinary and minister plenipotentiary to the Netherlands and Luxembourg;
2.
The President’s letter, addressed to His Royal Highness the Grand Duke of Luxembourg, accrediting you to Luxembourg;
3.
Office copy of the same;
4.
New letters of credit in duplicate, the original, when signed, to be forwarded by you to the bankers at London and the duplicate to be retained by yourself;
5.
The oath of office which, when subscribed to by you, is to be returned to the Department.

You will proceed to Luxembourg at the earliest convenient day after July 1 next for the purpose of presenting in the usual way your letter of credence to the Grand Duke, and you will draw on the Secretary of State for such expenses as shall be incurred in carrying out this instruction, supporting your draft by a separate account.
