Sir: I have to acknowledge the receipt of your No. 604, of the 20th ultimo, reporting that you had been shown by the minister of foreign relations a telegram from the president of the State of Barcelona, in which it was stated that the Government of Venezuela had apologized to Mr. Balz for his arrest and that the latter had declared himself satisfied.
The Department is pleased to learn of the reported termination of this regretted incident.
You may also inquire what explanation was offered by the Venezuelan Government for the nondelivery of your official telegram to Mr. Balz, and report all details as to the apology.
