Sir. I have the honor to state that in an interview with the minister of foreign affairs to-day I was shown a telegram from the president of the State of Barcelona, in which it was stated that the Government of Venezuela had given a satisfactory apology to Mr. Balz for his arrest some months ago, and that Mr. Balz had declared that he was satisfied with the action of the Government of Venezuela.
