Mr. de los
Reyes to Mr. Storer.
The Honorable Minister of the
United States:
Isabelo de los Reyes Florentine, native of the Philippines, director
of the paper “Filipinas ante Europa,” and adviser of the Filipino
Committee of Independence in Madrid, has the honor to inform your

sovereignty of the United States, and begging to be answered by
telegraph, if it be necessary to consult with the Secretary of State
of the United States.
