Prince Oblensky, acting Imperial minister, profoundly afflicted by the sad news of the demise of President McKinley, desires me to transmit to the Federal Government the expression of the keenest and most sincere sympathy of the Imperial Government in the great calamity which has befallen the Government and the people of the United States.
