My Dear Lord Pauncefote: I transmit herewith a photograph of the tablet which our Navy Department, with a very high appreciation of his services to American naval prisoners at Santiago de Cuba [Page 216] during the Spanish-American war, is about to place upon the house there occupied by the late consul-general of Great Britain, Frederick W. Ramsden.

In transmitting to your excellency this photograph it gives me great pleasure to join in the sentiments of grateful appreciation expressed by the Secretary of the Navy for Mr. Ramsden’s magnanimous and self-sacrificing labors in behalf of our prisoners in Cuba.
