Sir: Referring to the result of the first steps taken by the diplomatic representatives of the United States in France and Belgium, the object of which was to bring about a restoration of harmony between Venezuela and those European States, the minister of foreign relations at Caracas instructs me to convey to your excellency the warmest thanks of the Venezuelan Government for the good offices used in the matter by the United States Government, and to express to you the hope that the aforesaid representatives will avail themselves of any fresh occasion to ventilate the matter under more favorable auspices.
