Mr. Secretary of State: I hasten to send your excellency copy of a telegram I have this instant received from the Sublime Porte:

The American missionaries enjoy throughout the Empire the greatest protection. Sufficient troops are detailed to guard them in order to shelter them from the attacks of the Armenian rioters. Those missionaries have themselves expressed to the Imperial authorities their gratitude for the protection accorded.
