Washington, October 31, 1895.
Your telegram received last night, regarding Lenz and missionary protection, indicates a better spirit on the part of the Turkish Government than your preceding telegram showed, and suggests that good management may avert proposed formal demand for passports.1 Impress firmly on Turkish Government our right to be promptly answered as to just demands and our confidence that answers will be satisfactory.
Olney.
