Sir: Your dispatch No. 402, of the 30th ultimo, has been received, and I have the honor to inform you that the result has justified my conclusion not to send Mr. Jewett to Bitlis. I chose rather to rely for security on the promise of the Porte, made on my emphatic demand for a telegram to every governor and military commander in Asia Minor to enforce respect and protection for our citizens. An increased feeling of security in the interior shows that the order was sent.
