Sir: In further reply to your note of the 30th ultimo, stating that you were advised by the consul of Spain at New Orleans that volunteers were being publicly recruited in that city for the purpose of carrying on hostilities in Cuba against the Government of Spain, I have the honor to say that this Department is in receipt of a letter from the Attorney-General, dated to-day, announcing that the United States district attorney at New Orleans has so far failed to discover any basis for the representations contained in your note above referred to. He will, however, continue his investigation of the charge.
